@Kaykayrose26. olive oil can tend to be pricey so when you use just a little bit of the oil and water it down, it uses less oil. and btw so many companies use oil and water and it works just as well! they may not mix but its cheaper. :)

Water and oil... at first is like right they don't mix but honestly the water mixed with the oil helps for eye makeup remover because when put it on it doesn't feel to much oily.
