@rogermwilcox Nope thats not it. Its this item called "The last Relic of Argus" Its a Artifact from Draenei Archaeology. It has a 6 sec cast time ( It can be lowered by your haste rating). You can bubble hearth with it. BUT the downside is that it ports you to random locations, Like Booty Bay Goblin statue or behind the Dark portal in Outlands LoL. and it has a 12hr CD. It may not be as good as a hearth stone. But its better not being able to bubble hearth at all.

You can still Bubble hearth. You just have to use a diffrent item. And not be too picky on where tis item can take you lol
