It's a Ukranian development team, not Russian.

Yes, the Zone spreads accross Russia and the Ukraine, mostly Ukraine. Both countries speak russian anyway.

Hmm, the zone is only in Chernobyl, which is in Ukraine, about 70 kilometers to it's capital, Kiev. xD And about that language, not exactly. I'm from Ukraine, and we have our own, main Ukrainian language, it's similar to Russian though. Russian is the secondary language, although a lot of people speak Russian in Chernobyl's province.
