The plastic cushion needed more "slack" for it to work. You placed too little plastic to create a cushion that would handle the extra weight before finding equilibrium. Archimedes formula should have helped. Adding a fan on one corner that can be redirected would help.

well it work better on land for sure becaus land has a solid surface beneath the board that does not give much. Water, on the other hand, will shift, rotatate, and blast out from underneath you.

Well, if it's standing 2mm above water level it's hovering. He was just too heavy. Nevertheless, it's still a hovercraft. If he wants it to actually carry his weight then he should make one with 8-14 engines or so, which is alot of money and a big space. Sadly, it will hold only one person so...
