Your cap and tax legislation will turn the rest of the 49 into the same bankruptcy court.Since you seem to be following AB32, passed in 2006, I can only assume that bankrupting the USA is exactly what you want to do. We have gotten the repeal of AB32 on the ballot in Nov-at least until our state is in better financial standing.I suggest you read the reports on the jobs that are being lost because of the EPA.
