The very next sentence of the Wikipedia text you cite is, "Chaplin decided not to re-enter the United States, etc." That means he chose not to fight Hoover's unjust act. He maintained this status until 1972 when he did return to the U.S. So he chose self-exile by his own admission.

And the fact remains that his exile was not based on his speech in the movie. (I love Chaplin. "Suit one's self"?)
