Not quite. Good guess, but without air to supply to the balloon, it would be impossible to inflate. The method is diabolically simple in design. Much easier than manipulating a wire or balloon.

Actually, this is a method by the brilliant mind of Richard Osterland. No wire, and no pushing. It is a modified version of the Ghost Handkerchief. Much better than the original. If you notice, as the handkerchief rises, my hands don't move. In the older version, you are correct with your guess. However, as I said, I'm not using that method here.

What is that effect called I have seen it on Grand Illusion the story of magic and now here but don't know what it is called. I like it though.

The effect is something I learned from Richard Osterland (I think that is how it is spelled). I believe the name of the trick is called the Rising Ghost. I hope that helps.
