That sure looks like Eastern Pennsylvania Anthracite to Me. I've seen A Hell of a lot of it my lifetime and only Anthracite Coal will Shine like that.

Some artist in Pennsylvania work just with Anthracite Coal and they Craft and Carve objects from it and they buff it and polish it until it Shines Like you wouldn't believe. They call it Black Diamond because the Gloss is really that High.
