A "Most Evil" murderer to me would be a Serial Murderer who can murder over and over. Without feeling anything, as if its a normal experience for them. Richard Kassinski is a pretty good example of this.

I agree completely, and I have no idea why everyone gave you a down thumb. The concept of evil is something that society has made, and I think it's amazingly important to really try to understand exactly why and how these people do the things they do and feel the things they feel. They are human beings, just like anyone else, just with different ideas and feelings then what we consider 'normal'.
