@TheGuy132245 use pen tool to create path like this and stroke with different color with diferent brush size and lil bit softness

use lens flare on solid black layer and chage it blend mode to multiply so all blak will hdie only falre wil be ther

for retouching you can use level to give more contrast and color balance or photofilter for more colros...
