I've seen this in the US as well. Look up Kettleman City, CA. It's a very small town just of the Interstate 5 freeway in the Central Valley, and it's very remote. To the west and south are toxic waste dumps and oil fields. To the north and east are agriculture. This town suffers from extremely high birth defects and high cancer rates.

Less than 2 children per woman in Italy, which means they will experience significant decreases in population within the upcoming decade or two. Overpopulation is definitely not the problem in this specific instance. Corruption and crime within Italian leadership is the problem.

They make money by taking industrial waste off of factories in the North of Italy, they also take control of a lot of the local waste but they do not dispose of it properly, they often leave it in fields which pollutes them.
