What you want to do is 1.) take out all cds and floppys If that does not work 2.)take out all floppys, cds, And hard drive. Then turn it back on. It will give you tue same error, so put in the hard drive but not floppys or cds. If that does not work reset the bios abd repeat step 1!
Look by the startup System Bios Shadowed And video bios thats not good i have the same with a laptop I think your motherboard is broken. buy a new and try again
Some how, probably because the hdd went bad your MBR, "mater boot record" on the hdd went bad... solution if it is window's 98 make a start up disk and if I remember right that will allow you to run the OS skipping that crap, or I think you can re-write the MBR in DOS.
close your pc...and then eject you flopy disk... then eject you cd ... then ... unplug your hard drive and cd drive from your motherboard... then plug in your hard drive from where you unplug your cd rom .... then plug in your cd rom from where you unplug you hard drive ... then restart... ok

if it has a usb port, type in to youtube windows 95 on virtual pc, then find the video which has a free download of windows 95, then put it on a memory stick, go to the bios boot from usb and then it should work. OR buy an old copy of windows 98, ME, 2000, or XP from eBay and then buy an external cd or dvd drive and then put the new os on the cd or dvd drive then enter the bios boot from dvd or cd drive and there you go.

im not sure...it will be in my closet in storage again. Until i find a windows 98 recovery cd and reinstall everything. But just to be safe i will save a copy of the harddisk onto another desktop.
i have no idea whats wrong with it...but sometime this weekend ill open it and check to see if everything is connected properly (the only thing i can do with it). The pc has alot of old pictures of family and it has a sentimental value cos my grandma bought it for me when i was 7.

yea it could help if it was made specifically for the pc. But an easier way is i had to but floppy disks (somewhere) and use my sisters PC for the floppy drive and download and extract the recovery to the floppy. I'm going to try to see if it will work.
i have tried that! i thought it would work but it still asks for a floppy... I also tried booting off a cd that has the info to make a recovery "disk" but it won't read it! Thats whats in the cd drive.
Unfortunately, you might have to install another operating system on it. That's all I can think of unless it's a motherboard error, which it probably isn't.

The HD might be bad or corrupted, Try running Scan Disk, (the blue screen that scans the disk for errors.)

If there is no disk in the CD drive or floppy drive, than your hard drive is corrupted. The only fix is to reinstall Windows.
