Some very legitimate economists DO suggest that unemployment benefits are a stimulator of jobs BECAUSE THEY ARE FIXED AND TEMPORARY.

Not only that but studies and evidence suggest this. Now, of course there are plenty of other theories and no obvious cure all exists. But just because a measure doesn't seem inherently logical doesn't mean data can't support it
