Notice how Kitty isn't always phased, or how Scott only fires small submissions blasts every once in a while. It takes a lot out of them. Having to continually activate your powers for long periods of times is, I imagine, like trying to sprint for a long time with a strong wind in your face. You couldn't keep that up, so why do you think Jean could?
