I think what you are asking is, "Where do I have a reasonable expectation of privacy (REOP for short)".
The only public areas where there is REOP are places that are designated as private. That means restrooms, locker rooms, phone booths, etc... If there are no dividers at this counter/desk where you pay taxes, that means it's not designated as private.
If you want your information to be private in a *public* place, you must take steps to ensure it remains private (use folders or envelopes).
They do have a point though. You should NOT be allowed to video tape a persons private business. A video camera can capture documents with personal information on them. There needs to be some discretion there. BUT there are rights on both sides of this issue and one shouldn't cancel out the other. The government is there to protect the rights of every individual (or that's at least the way it's SUPPOSED to work). The right to record and the right to retain private information.
You don't need a permit to film anywhere in New Hampshire except City / State property, specifically meaning places like City Hall, the Police Station...etc.
So grats on going to the one place in the State where you can get in trouble for filming. Totally not going out of your way to be like Michael Moore at all.
