There is nothing wrong with this kitty. All cats can "revert" to a kitten stage of kneading and nursing when they are feeling very warm, comfortable, and safe. It has nothing to do with insecurity, inadequate mothering, or anything else.
I agree that maybe she was weaned too early. I've heard that Burmese should stay with their mothers a little longer than other cats, maybe that's the same for all Orientals. I wasn't able to collect my kitten (now fully grown) until he was about 12 weeks old.
A friend of mine had a cat named 'Misi'. He suckled everything/one what/who had a nipple -like thing. (So there was after a time no cat on the lap, no shirts off in the summer - see what I mean?)
Moving him in a house with a bigger yard and fewer masters cured him. :) Don't ask, dunno why.
My cat, Chanel, does that to my older cat as well. We think it's because she weened herself off of her mother's milk too soon. She wanted to eat her mums food when she was a baby, before we got her. :S
My cat used to try to do that to my earlobe when I first bought him home?! Gross! I got him a small sheepskin rug and he uses that now.... That's his blanky and its the only place he is allowed to do it. I don't see any problem with it, it just relaxes them. Maybe you should try to get a sheepskin to give the other cat a rest.

The old lilac girl was 19 years old when the photo was taken. We finally had to put that one down with renal failure that was no longer responding to medication. The chocolate sucker, Maedel, does not do this suckling and kneading, to the other cat, a 9 year old Brown burmese even though they sleep wrapped together

my best friend has an Abyssinian who sucks her tail. it's really cute. and he just got a burmese kitten who is v.v clumsy and hilarious, what beautiful animals!
From Warren, the owner.....Unfortunately the Old Lilac girl (Sylphide) has passed on at 19 years - a great innings for a Burmese. The little one (Madel) is now 3 and doesn't suckle the middle one (Coco) who is 7 years old. For info, the little one was left with the mum, as was all the litter, for 10 weeks - normal for Burmese I believe.
Three lovely burmese cats, such a loving and tolerant breed.
