So if you want to have a lax program for rules then yes tu. If you want to stick to a Conservative basis then is would be A&M. The Corp though is one of the top tier programs for ROTC. It directly competes with service academies. Statistically only program that has produced more would be USMA and VMI due their deep and long running program.
