The drivers are obviously responsible for their vehicle when they choose to read the sign. What about all the billboard signs along the freeway? Why are those legal? They draw people's attention away from the road. And the guys who stand at the corner and spin a sign around for money? The sidewalk isn't designed for that, it's designed for people to walk to and fro. My point is there is no public area specifically designed for people who want to convey a message to the public. In any given day you will most likely break one of the thousands of laws. This is what I call a police state.

Just make a bunch of signs saying "Support out troops" or "God Bless America" and let's see if cops come for you then.
