Iran may be announcing 10 new sites but my guess is that the fist five mentioned are probably already built or under construction. Iran is announcing the new sites to posture their story now, so if in the future if the sites somehow should be discovered they can say they already announced them and no one was hiding anything. Iran's government is the master of playing countries for suckers.
