I believe that california need to have a balance budget so if no budget then what is the answer?

On the federal level, we need to stop letting corporations do almost all their business in New York and California, but have their headquarters in other states as a tax shelter. Only 10% of the states revenue comes from corporate taxes, so it's obvious that they're not taxed enough when most of our dollars are spent on corporate businesses.

California is the home to the most millionaires in the world and a fifth of the world's billionaires, are we really making sure they're paying their tax?
