He wasn't born at 12:13 AM. A musician/astrologer named Basil Fearrington who was in an opening band for Michael during the Dangerous Tour asked Michael for his birth time and he didn't remember the exact time at that moment so he gave Basil the phone number for his personal secretary. Basil called the secretary and she told him that the time of birth listed on Michael's birth certificate is 11:53PM. Indiana doesn't release birth certificate information to the general public.
