Maybe he doesn't have immortality, maybe the Time Vortex stored a massive amount of life energy into Jack and when he was the Face of Boe, the life energy was running out, it can't last forever.

Just because Jack doesn't stay dead doesn't mean things can't be done to him - just that eventually he will revert back to being alive and his original form (CoE). Any number of things could have occurred to him to cause him to live as a giant head in a glass jar - and because he didn't die, the universe didn't press the "restart button". I'll bet you dollars to donuts that if the Doctor had hung around on New Earth, he would have seen the Face of Boe come back to life and reform as Jack.

Boe kind longer lifespan naturally.
