I can't remember if it means "on top" or "on bottom" (I can't remember if thadoctor 17 suggested it in a scripting session with newkidaye, or if phoenixspirit7584 suggested it while I was scripting alone). but basically. it's a fanfic joke that makes fun of the way starfire talks
