1) Get a weapon. (hopefully you allready have a gun, if not improvise)

2) Bug in, Or move out. (secure your home like a bunker, or leave it, and find somewhere to hide.

3) Re establish communication. (attempt for Radio, TV. Whatever. To find out the status of the world)

4) Reunite. ( this is when you save others)

5) Rebuild.

Learn those rules or you will die come before the year 2013.

To answer you, a whole part of this is that they don't explain it. The whole thing is meant to be an allegory to fear of something or another. Ramero movies are inconsistent on the cause and symbolism. As for their ability to run, they're not dead entirely. It's like a hyperactive version of rabies, I think. Ramero never explained it, he screwed up, and the whole bit is a plot hole so big you can drive a truck through it, you see.
