There is one spot at the Santa Monica Mountains where you can sit on a bench (like the one on the pic) and from there you see the city and the sea, but you have to hike for about 30 minutes or little more.. it is around Sunset going up to the montains. There is another spot at Los Feliz (close Los Feliz Blvd), where you hike for 30 minutes and you will find also a bench where you can see on your right downtown LA and on the left the Valley (cities) and mountains. Very cool

@juujoo200 Believe it or not, LA isn't all skyscrapers. The sign overlooks Beverly Hills and Hollywood, which don't contain too many skyscrapers. The large skyscrapers are in downtown LA which is quite a ways away. The bench is probably covering most of them. Who knows, that's just my best guess. What are some other possibilities?
