RocketMetal is its in-game name, it was used by Tails to gather information on Robotnik. The name Mecha Sonic is usually applied to sonic robots who aren't Metal Sonic, like the one in Sonic 2, or the darker one in the tube in Sonic Adventure.

Metal Sonic's design is supposed to be like that because he is transformed into Rocket Metal, they aren't supposed to be Chaos Emeralds they are just Emeralds, the characters that have never been in any other Sonic game are one timing characters (there are loads).
