Black ice theory may play a role in the tunnel here, but i think it is lack of driver education/proper methods. As we see in the tunnel most of the car accidents are caused by improper/unsafe lane changes and no maintaining of space between cars.

Ive seen this on tv i think they said it was the black ice that forms in this part of the tunnel because its so cold there as its underwater or snow , and the drivers don't expect it. Don't quote me on that but i believe thats the case.
