Actually considering that most illegally consumed marijuana comes from Mexican cartels this is a problem a well. You consume illegal drugs in the US, you fund the cartels. Cartels go ahead and fight their turf wars against the police and end up killing 8000 plus civilians and police a year. That being said, marijuana would have to be taxed based on THC %. Anybody who has grown or knows anything about growing knows that THC varies from plant to plant.
