Prop 13 benefits corporations who as far as the county assessor is concerned never sell their property because when real estate is sold it is the corporation that is sold and not the real estate itself. Prop 13 was also a real estate speculators dream and is why housing prices are so high in CA. Removal of the property tax burden resulted in the instant increase of land value encouraging speculation. It's here to stay only if the propertyless young are willing to remain forever marginalized.
