The whole thing is a setup. 'Erik Hartman' is actually Tom Van Dyck, a Flemish actor/comedian. Do a search for In De Gloria which is the comedy show that does spoofs on real life situations. Even the 'victims' Valere and Marijke are part of the team. I still watch this from time to time cuz it's still so damn funny!

i know about this... the host couldnt stop laughing.. he pulled the whole Show down with him.. he got fired and now works on a Radio channel... i feel kinda sorry for htat guy :P
Also the context, the handicaped woman and the guy probably explaining how hard their life is with the host laughing his ass off everytime the guy opens his mouth and no one laugh in the audience. Looks like he's making fun of their problems.
This is a Belgian show called 'In the gloria'. This is a comic group that did a series containing all these pseudo real life scetches. It was on tv for 2 seasons. How do I know this? I'm Belgian myself and I own the dvd. And yes, they ARE really funny. Even my American wife loves them.
Was this staged? Because the laughter of the program leader at the end seemed a bit bizzare and strained, like the was a rehearsed spoof for the audience.
