Confronted with the fair expectation of accountability, some politicians and their hacks, instead of saying, "the buck stops here" will get on their high horse and say "now is not the time for finger-pointing or the blame game". That's code for I'm too corrupt or incompetent to do my job. They will also attempt to blame the victim as O'Reilly shamelessly does when he says it's the fault of the hopeless poverty-struck children that they got stuck in Katrina's deadly aftermath.
