@plaidness I'll try. These are police from a fraction of the police force that are more or less basiji, i.e. they are not regular police.

Basically they are trying to organize. There are at least three people involved of which one of them is a coordinator. They can't seem to agree on which part to go to, since they can't agree on where there is the most trouble. One of them mentions that they have a thousand other situations around the city. Then they are instructed to break up any larger
