@nicobike 1. It's a TAS. I think that you can stop the metal blades by holding opposite directions (left+right for example)

2. There is no such glitch in this video.

This is a tool assisted speed run, so that you are aware. A emulator was used in its making. You still play the game obviously, but you can use save states to create a flawless run. No one could be perfect in one playthrough.

The going through walls and stuff is a glitch.

When he quickly brings up his menu, and comes out of it, Megaman "faint warps" (that was also in the first game). Good way to avoid some bullets and such. Changes his velocity too I think.
