Yes, I made this air injection system myself with both store bought parts and the DIY acrylic air collection device. The few acrylic parts required I had on hand so the cost was negligible. The store bought items were two air pumps, RO 1/4" feed line and assorted John Guest fittings and valves. See the mentioned website for a detailed diagram of all the parts used.

Ive been doing this multiple times daily for over 4-years with no visible signs of irritants. The bubbles dissipate within a few minutes of the end of the 1-minute cycle. The fish typically duck into the rock when the cycle starts. I wonder how fish fair in the wild near the surf with similar circumstances.
The hypothetical advantages are further oxygenation of the water, waste matter removal via "tank as a skimmer" and forcing corals to slime and thus releasing waste.

The micro bubbles can get trapped on the fish and irritate them.
