Good on you bud for bringing this forward. That officer had no right to, first of all, victomize this woman, it doesn't matter if she is special needs or not, there's no call for that! I believe his badge should be pulled! Use of Force is what Police force use as guidelines. You are permitted to use appropriate force to counter your adversary. So You could not shoot someone that was swinging a piece of yarn at you. But if they had a machete you could shoot them. Machete being a deadly weapon. You would not have the right to shoot someone for throwing Marbles at You. Seems obvious and simplistic but I guess this officer missed that part of police training or just wanted to work on his right hook.
