The mistake was not calling it right away. The game was poorly officiated to begin with, but I think what the ref was hoping was that nothing would come of the hand-blinding. When the puck went in, he'd already blown the call and whistled it late. It's a penalty in keeping with the spirit of the unsportsmanlike conduct rule, but not calling it right away was the problem.

If that was indeed a penalty, the play should've been blown dead right then and there. Instead, the ref waited until a goal was scored and THEN decided to wave it off AND call a penalty.
