this is only a mod for simcity 4 deluxe edition now. the third beta is being worked on and your suposed to be able to switch from regular simcity 4 and simmars in that beta.
SimEarth is probably where Maxis first implemented this concept.
The game had scenarios where you had to gradually turn a molten rock planet into an Earth-like one where terraformers were prominent. And it was much more fun than anything Spore had.
Sim Mars, from what I believe, was originally intended to combine elements from many other Sim games, while at the same time, adding realism with help from NASA. But then NASA dropped out for some reason, and Maxis was undergoing a ton of financial issues at the time. The project was dropped, EA bought Maxis, and by the time everything got unscrambled at Maxis, Will Wright started to try to revive the Sim Mars concept with "Sim Everything", which evolved into Spore.

but rumors have it that ea is still working on this project
There have been rumors about it, and it certainly would be cool to see it revived, but quite honestly, almost all innovative features of this were worked into Spore, albeit dumbed down extensively like the rest of that massive disappointment.

it turns out that EA where working on two sims games
now let me get back to reason 1 the financial issues made them chose one game to make and they decided to work on sims ville and shelve sims mars and a few years later sims ville got shelved so sad. one more thing 10 years later ea found sims mars files and decided to use the idea on spore.

They already did, but I think it is still in beta testing! Its a mod for Sim City 4 Deluxe Edition. It doesn't work with Sim City 4.

Some elements of Sim Mars (i.e. Planet Terraforming) were incorporated into Spore's Space Stage.

No it's was supposed to be a separate game that would of have a lot of success, but it's on hold because of The Sims 1 - 2 - 3 .
