I have to disagree with the 1st pat of the above quote as matatu fares are always the same regardlesss of ... the 2nd part has some truth which is rather unfortunate but even wealthier Africans tend to be charged more than ordinary ppl. If you have an ordinary appearence you can get away with paying higher prices.
