There are several types of female circumcision, some of which are MILDER than male circumcision. But the only type the layman knows about is infibulation, which even involves sowing the vagina partly closed. The clitoris is analogous to the glans, not the entire penis. And the foreskin is analogous to the clitoral hood. And yes, circumcision was instituted as a way of controlling sexuality, and this has since become tradition in several places. Male circumcision, too, was started in the Western world in order to curb masturbation. And as late as the first half of the 20th century, some doctors in Europe and the US also recommended FGM for the same reasons.
