Do your research and look up on Google "how to tame a budgie" but only read the home-made websites: e-how and those things are crap. @perryinjax parakeets ( puff up) thier feathers when they are very happy and relaxed.(there fethers are not flat to there body when this happens) once ther start flying or moving thier feathers usually return to normal. ( feathers are flat to thier body again) Hope this helps!!
