Pretty sure not. Wikipedia says the Ocean Sunfish (Mola Mola), which is in the same family as the pufferfish as:

"Sunfish fry (young) resemble miniature pufferfish, with large pectoral fins, a tail fin and body spines uncharacteristic of adult sunfish." A regular puffer or porcupine not only has spines, but very minimal dorsal and pectoral fins that do not move, as they do in your video.
