@ams9846 I think they mean right before she makes her pose. She doesn't do any sort of erratic spinning like the other senshi before they make their poses.

how come neptune and saturn's voice sounds different from the others? It sounds like they're saying Neptune Planet Power Make up! and Saturn Planet Power Make up! While Uranus and Pluto sound like they're saying Uranus Planetou Power Make up! and Pluto Planetou Power Make up!
