Well, Folque did claim inspiration from Fairport Convention and Steeleye Span, but considering that the original text is one of the Child ballads and the translation is by 19th Danish folklorist Svend Grundtvig, it is debatable whether it is a cover in the strictest sense.
If you just listen to the Steeleye Span version you will hear that the chords are almost identical. And the female voicing is just like Maddy Priors. And so the violin... It sounds like they had Steeleye Span in their earphones all the time in the studio.
this does sound every similar, and every other version of this i've found is to a tune other than "Lay the bend to the bonnie broom," so i'd call this a cover

Nope, it was not written by Steeleye Span. Arranged, yes, but the tune is traditional.
