they forgot one step - you need to push down then move with the handlebars from side to side (left to right) like your installing a screw until there's no play - then twist the hex bolt from the top...i had to figure this out myself...
how come when i tighten it so theres no play the steering is horrible because it can barely turn it but when i get the steering better theres play? how to fix this?
this means that you have a more serious problem. one or two things could be happening. 1 your fork stem may be slightly bent if that is the case there is nothing you can do but get new forks. 2 your bearing race might be bent, if that is the case you can have it fixed at a good bike shop.
I did it the opposite way for some reason before I saw this video, but that worked good enough too, but I think I should do it this way just to make sure :D. Thanks!
It seems that you have a diamondback. My bike with this exact same problem was a DB as well, and this helped tremendously. After reading the bike manual's instruction to "see the dealer", I was starting to panic at the thought I actually REALLY screwed up the headset just by trying to adjust its height. XD

I don't see how. It clicks from play in the parts. You probably just need to tighten it like in the video.

Could it possibly click from being overtight? because I have a brand new (very high end) bike and it began to click recently. any feedback?

@camgoalie Any bike will loosen up a bit, especially at first, as all the cables stretch and all the components settle in to their final locations.
