people in japan aren't allowed to have guns, but they're doing fine. even if the people in these other countries where genocide happens were allowed to keep their guns, they probably still wouldn't be able to protect themselves against government officials who also have guns.  you may kill a few gov people, but the gov will just send more at you until you're dead, captured, or whatever they want.
