North Korea knows it can play the International community for fools. Iran, which does likewise, has now achieved its nuclear ambitions via North Korea. And, like Pakistan, North Korea enjoys western subsidies in the guise of international aid deemed essential to avert a collapse of the state, so that such states can conduct nuclear weapons and proliferation programmes. The principle of MAD is contingent upon a high degree of rational behaviour, which North Korea certainly does not demonstrate.
