All a player does when he GGs and surrenders is end the game as to not waste his, or his opponents time, it's common courtesy on Starcraft. and Yes, the player that surrenders DOES end the game.

In english, "T" and "l" should be the same height, there is no reason to make the "l" longer than it should be. Why don't you start using both halves of your brain? that is obviously a korean character. One of my friend is korean and I can reconize korean characters.
