How can I get him to come to me when he escapes? I tried treats but so far hasn't worked.

teehee :-) heres some advice--carry a treat bag in your pocket. (kibble or something, idk) and whenever your dog goes to far away, say, "_____ come back" and show them the treat. repeat this over and over again in the walk, and slowly fade th treats. thats how were helping roxy, and its working but this video is great too :-)
@sugarismyhorse - No, you'd need a lawyer maybe. If you're a deer hunter and that dog is a tracking dog, then yeah. In the future, a regular application of human urine to the affected area will reduce the visits by deer. You can also buy wolf urine. If they put down dogs everytime they chased a deer because they SAW one, there wouldn't be any dogs. The laws are against tracking dogs running deer. I could defend you in court on that one, and I'm not even a lawyer! Praise her and grow some peas.

I train police K9's and the advice by Bubbly 384 is sound. If you have a very high drive ball or toy driven dog you can use that as payment as well. In the early stages of the dogs training I believe you should make your dog pay you for everything. If he wants to eat..make him sit, if he wants water, make him sit. If he wants to go out, make him lie down by the door first. And everytime he returns to you make it a point to pay him with a treat or his ball. Make it a reflex action for him.

First off, you should always keep your dog on the leash when there's anything around that's potentially dangerous or where you don't want your dog to go, such as a road, or other people who might be scared of your dog. No matter how well you train your dog, you can never be a 100% sure that it won't run away if something completely unexpected comes up.
But on the other hand, it is important to have your dog run free often, so you should head to woodland areas where your dog can roam without getting into trouble. As for breed specifics, in the end every dog is different, and it's completely plausible for you to have a calmer bullterrier than someone else's hyperactive golden retriever, especially when you take training into consideration.
