Soda ash is a fixative to make your fabric dye stay in your fabric and make it last.
When using a dye such as Procion MX (a washfast dye) you should use soda ash. It's a powder like material you add to the dye bath to help the dye adhere to the fabric and make it not bleed in your washer each time you wash it.
You do not need to use soda ash on a dye such as Rit®. I have done shibori with Rit dye before and it works well, but tends to bleed in the washer with each wash.
