do some research on CIA and car bombs and terrorist organizations. You think expat militants get their money and guns from the air? That the average person who has wife and kids and hasn't done anything illegal in all his years all of a sudden decides to plant a bomb in his car that kills himself and other innocent bystanders? If your car gets stolen and shows up at a murder scene, guess who they're gonna go after.

on the flipside, since it tracks how often its been seen - if an officer doesn't act on a 187 car then I would think the officer would get in trouble for that. so this is a check on citizens and on police as well. overall i think its a good thing - its really easy, dont do crime and you dont have to worry about anything.
